Most films that struggle with censors get a few cuts and move on. Punjab '95 didn't. It sat unreleased from December 2022, when it was first submitted to India's Central Board of Film Certification, until this July, when it finally reached audiences on ZEE5 under a new name: Satluj.
Three years is a long time for a finished film to sit on a shelf. So what actually happened?
The film tells the story of Jaswant Singh Khalra, a Sikh human rights activist who investigated the disappearance and killing of thousands of people in Punjab between 1984 and 1994, allegedly at the hands of state police during the insurgency. Khalra didn't stay quiet about what he found. He brought it to Indian courts, to the press, and to the Canadian parliament. In September 1995, he was picked up outside his home in Amritsar and was never seen alive again. His case eventually led to convictions, four officers in 2005, later upgraded to life sentences on appeal.
Diljit Dosanjh takes on the role of Khalra, in what he's called one of the most meaningful parts of his career. Director Honey Trehan, who also co-wrote the film, has been open about why he thinks it got stuck for so long: he says producers faced pressure from government officials specifically over scenes depicting the police and references to the scale of extrajudicial killings, something he's pointed out is already part of the public record from court proceedings.
